Burkina Faso

In Burkina Faso, a country of approximately 12,386,647 people, it is estimated that 4.2% of the adult population is living with HIV/AIDS. The epidemic has contributed to lowering economic growth, creating a new class of orphans, and impoverishing families and communities. Studies and analyses indicate that life expectancy will go down to 39 years by the year 2005 (it is 46 today); by the year 2005, 14% of teachers will be living with HIV/AIDS; and by the year 2010 there will be an estimated 600,000 orphans.

Since the first HIV/AIDS cases were reported in Burkina Faso in 1987, the Government has taken an increasingly active role in responding to the epidemic. The national HIV/AIDS response has moved from ad-hoc activities to a fully integrated, multi-sectoral national plan. The Government has integrated HIV/AIDS into the Poverty Reduction Strategy to put HIV/AIDS in the mainstream of development planning. The National AIDS Programme recognizes the need for expanded responses at the local level.

- Adults and children: 150,000
- Adults (15-49): 140,000, Adult rate: 2.0 (%)
- Women (15-49): 80,000
- Children (0-14): 17,000

Estimated number of deaths due to AIDS (in 2006):
- 12,000

Estimated number of orphans (under the age of 17) (2006):
- Current living orphans: 120,000


Burkina Faso National Chapter of the Alliance launched in December 2001

In December 2001, the XIIth International Conference on AIDS and STDs in Africa (ICASA) was held in Ouagadougou. In conjunction with ICASA, the Burkina Faso National Chapter of the Alliance was launched. A Task Force was also created to move ahead quickly with follow-up activities, including development of a national AMICAALL programme. A five-year strategic framework was developed in 2002.

With funding from the National AIDS Programme in Burkina Faso, and other organisations, a number of start-up activities were launched. These included holding a series of HIV/AIDS workshops in early 2004 with local government authorities from 30 municipalities to make available accurate and relevant information on HIV and AIDS and help local government authorities develop the skills to speak openingly and accurately about the epidemic. This was followed by launching phase one activities in six municipalities, aimed at enhancing the capacity of local government authorities to mainstream HIV at the municipal level.

Through the World Bank/IDF grant, a full-time national technical advisor/AMICAALL Coordinator was recruited in 2006 and steps have been taken to identify additional resources over the longer term.


During 2006, AMICAALL Burkina Faso continued its efforts to expand partnerships with organisations working in the country, and identified specific areas for collaboration aimed at enhancing municipal-based responses to HIV. A dialogue has been initiated with the Netherlands Development Organisation (SNV) and the German Technical Cooperation (GTZ). Some highlights:

The National AIDS Programme/Committee - provided US$50,000 to support programme activities, and is working with AMICAALL Burkina Faso to enhance monitoring and evaluation at the local level that can feed into the national response to HIV.

UNDP, UNAIDS, UNICEF and the World Bank – partnership and resource mobilisation activities have been undertaken and collaboration is being expanded.

SNV and GTZ - discussions underway on possible collaboration and partnership.
