Mali

Mali has a population of 13.5 million, of which close to half are in the productive ages of 15 to 49 years old. The literacy rate among adults is 46.4% (53.3% for men and 39.6% for women). The current HIV/AIDS adult prevalence rate is 1.7%, although lower than in many countries of the region, it is nevertheless a matter of concern.

A national strategic plan on HIV/AIDS (2001-2005) was developed and approved at a special Cabinet meeting. Multiple ministries have been included in the overall National Plan. There is strong political commitment to confront HIV/AIDS, with the President heading the newly-created National AIDS Commission (NAC). The NAC is coordinated politically by the Government Presidency and, technically, by the Ministry of Health.

- Adults and children: 130,000
- Adults (15-49): 110,000, Adult rate: 1.7 (%)
- Women (15-49): 66,000
- Children (0-14): 16,000

- 11,000

Estimated number of orphans (under the age of 17) (2006):
- Current living orphans: 94,000


Mali Chapter of the Alliance launched in March 2002

Start-up funding was secured from UNAIDS and the Federation of Canadian Municipalities (FCM). The Association of Municipalities of Mali is hosting the AMICAALL Coordination office. In 2005, a full-time AMICAALL Coordinator was hired with funding from national partners.

By 2005, activities had been launched in six municipalities. This includes the establishment of Municipal HIV Teams, the preparation of municipal HIV service directories, and enhancement of local-level capacity to respond to HIV. Funding support from the Government of the Netherlands is enabling AMICAALL Mali to expand its activities to 55 municipalities during 2006. A proposal has also been developed and shared with the City of Paris, France as part of ongoing efforts to enhance city-to-city cooperation.




The AMICAALL Mali Programme is being implemented with support from a range of partners including: FCM, GTZ, UNDP, UNAIDS, UN APP and Dutch partners. Specific support includes:

Federation of Canadian Municipalities - start-up funding provided.

The German Development Cooperation (GTZ) - provided funds for sensitisation activities.

Government of Netherlands - funding to expand programme activities.

UNAIDS - provided a programme acceleration grant in 2004 to undertake start-up and training activities.
