AMICAALL Burkina Expands Activities to Nine More Municipalities
The AMICAALL Programme in Burkina Faso, will
receive financial and technical support from the National AIDS Council to
expand its activities to nine more municipalities: Baskuy, Bousse, Dafra, Do, Konsa, Manga, Nogomassom, Signoghin
and Ziniare. Municipal leaders and
community based service organisations will receive support for the preparation
of municipal profiles and HIV/AIDS service directories. The information
generated will be used to enhance planning and monitoring both at the local and
national level, stimulate collaboration amongst all stakeholders and encourage
the effective and efficient use of existing resources. A number of other actions will be initiated
in collaboration with other partners, in response to identified needs and gaps
in these municipalities. This second
phase builds on capacity building activities undertaken in the municipalities
of: Bogodogo, Boulmiougou, Fada, Kaya,
Kombissiri, Fada N’Gourma, and Toma.

AMICAALL
Cameroon - Solidarity March to Mark
World AIDS Day 2006
Mayors and municipal leaders from 10 provinces in the country, side by side with groups representing People Living with HIV, civil society and community based organizations, central government agencies, the United Nations and international community, participated in a Solidarity March on 30 November 2006. Marchers assembled in the town of Ngoumou and walked to the town of Akono, a distance of 5 kilometers. A nation- wide media campaign to sensitize the general population was launched as part of this effort. The Solidarity March drew attention to the worldwide impact of HIV and AIDS, its impact in Cameroon, the importance of actively involving local government and civil society as part of a comprehensive response to the epidemic, and the need to work in solidarity with People Living with HIV. AMICAALL Côte d’Ivoire Expands Collaboration with UN Organisations and NGOs
AMICAALL Côte d’Ivoire will receive support from UN system organizations – UNAIDS, UNDP, UNICEF – to enhance municipal capacities to plan and develop community- based responses to HIV in 12 municipalities during the coming year. This collaboration will also focus on better integrating municipal HIV responses into the National AIDS Plan. The International HIV/AIDS Alliance has also expressed interest in working with AMICAALL Côte d’Ivoire to support the establishment of Voluntary Counseling and Testing Centers in the 12 municipalities. AMICAALL Kenya
Addresses the Issue of Mothers and Grandmothers Coping with the Impact of
HIV/AIDS
Within the framework of its partnership with the Huairou Commission (www.huairou.org) and GROOTS Kenya (www.groots.org/members/kenya), AMICAALL Kenya was invited by Mother Centers International Network Empowerment (MINE) to participate in a conference in Bratislave-Slovakia and share ideas on how mothers and increasingly grandmothers are coping with the extra burdens of bringing up children and facing the challenges posed by HIV and AIDS. Namibian Municipality
of Rehoboth Launches Resource Booklet on OVC-related Services
The Namibian municipality of Rehoboth will launch a resource booklet, which includes all of the service organizations involved in supporting orphans and vulnerable youth in the town. This is one example of steps being taken at the municipal level to enhance community based responses to HIV/AIDS and takes place in the framework of Rehoboth’s participation in the Skills, Opportunities and Self-reliance (SOS) Programme, an initiative of AMICAALL Namibia and numerous other partners, to support orphans and vulnerable youth by expanding access to vocational training, youth development opportunities and other services. The launch of the resource booklet will take place on 1 December 2006 – World AIDS Day. It was developed through collaboration with the Rehoboth AIDS Association and ORT, International. The opening ceremony will be presided by the Mayor of Rehoboth, His Worship G.P. Dax. A keynote address will be given by the Deputy Minister of Health and Social Services, the Honorable Ms. Petrina Haingura. An overview of the impact of HIV and AIDS on the town of Rehoboth will be provided by the Principal Medical Officer of the Ministry of Health and Social Services, Dr. Mark Judmann. AMICAALL Zambia
Provides Orientation to Newly Elected Mayors and Councilors
During October and November 2006, AMICAALL Zambia has been busy providing orientation to newly elected mayors and councilors in 10 cities and towns throughout the country: Chipata, Kabwe, Kasama, Kitwe, Livingstone, Lusaka, Mansa, Mongu, Ndola and Solwezi. Preparations are also underway for the Special General Assembly of the Local Government Association of Zambia (LGAZ), scheduled to take place in December 2006. In addition, the AMICAALL Zambia Programme has a new mainstreaming specialist who will work with local government authorities to enhance efforts to mainstream HIV in local development planning. AMICAALL Zambia has also been collaborating with the National AIDS Commission (NAC) and contributed to the facilitation of the NAC Coordination Workshop held in Lusaka in October 2006. AMICAALL Swaziland Hosts Mayoral Delegation from Mozambique
At the request of local government authorities in Mozambique, and in collaboration with the Association of European Parliamentarians for Africa (AWEPA) and the Alliance of Mayors and Municipal Leaders on HIV/AIDS in Africa, a study tour of representatives of the Local Government Association of Mozambique, local government authorities and AWEPA was hosted by AMICAALL Swaziland on 27 and 28 November 2006. The study tour focused on the following areas: how the approaches underpinning AMICAALL contribute to better planning and coordination at the local level between local government authorities and civil society organizations as well as enhanced collaboration and coordination with the national level; and how to develop and implement strategies which confront stigma, silence and denial as well as gender and age-based dimensions of the epidemic. The Local Government Association of Mozambique has expressed interest in launching a national chapter of the Alliance and establishing a national AMICAALL programme. Africities Summit
2006 – Special Session on HIV/AIDS
The Alliance of Mayors and Municipal Leaders on HIV/AIDS in Africa in collaboration with national AMICAALL programmes, and the UN AMICAALL Partnership Programme facilitated the preparation and organization of the Special Session on HIV/AIDS during the Africities Summit 2006, held in Nairobi, Kenya in September; and also contributed to a number of other sessions. General Assembly
(2006) of the Association of Locally Elected Officials Against AIDS, France
Ivorian Mayor Gilbert Manouan, a member of the Coordinating Committee of the Alliance of Mayors and Municipal Leaders on HIV/AIDS in Africa, was invited to participate in the XIth General Assembly of the Association of Locally Elected Officials Against AIDS (France) on 25 November 2006. The Alliance and the Association have worked together for many years. The participation of Mayor Manouan provided an opportunity to share information on the evolution of the Alliance and AMICAALL programmes in Africa, including challenges faced by countries in crisis. The Assembly heard from the President of the National Assembly, members of the scientific community, civil society representatives, and numerous other personalities.
Alliance Welcomes New Interim Executive Secretary
The Alliance welcomes Ms. Ayanda Nabe, who took up her duties as the interim Executive Secretary at the Secretariat in October 2006. Ms. Nabe is from South Africa and has extensive local government experience. For many years, she has worked on HIV/AIDS, gender issues and social development in her country.

The November 2006 newsletter of the Treatment Action
Campaign "Equal
Treatment" focuses on HIV prevention. This newsletter is a good
example of an advocacy tool that can be produced at relatively low cost,

The
Alliance of Mayors and Municipal Leaders on HIV/AIDS in Africa is a network of
local government authorities and mayors. Established in 1998, it was
formed to promote an expanded, multi-sectoral response to the HIV/AIDS epidemic
at the local level. The Alliance works in partnership with government,
civil society organizations, the private sector and local communities. National
chapters of the Alliance have been launched in thirteen countries:
Burkina Faso, Cameroon, Central African Republic, Côte d’Ivoire, Kenya, Malawi,
Mali, Namibia, South Africa, Swaziland, Tanzania, Uganda and Zambia. The
Alliance Secretariat is located in Windhoek, Namibia.
AMICAALL
(Alliance of Mayors’ Initiative for Community Action on AIDS at the Local
Level) is the strategy for translating the goals of the Alliance into concrete
actions in countries.
The
UN-AMICAALL Partnership Programme was established in April 2001 to support
development of the Alliance and its country programmes.

L’AMICAALL Burkina étend ses activités à neuf autres municipalités
Le Programme AMICAALL au Burkina Faso
recevra un soutien financier et technique du Conseil National pour le SIDA pour
étendre ses activités à neuf autres municipalités : Baskuy, Bousse, Dafra, Do, Konsa, Manga, Nogomassom,
Signoghin et Ziniare. Les responsables municipaux et les organisations de
services communautaires recevront une aide pour la préparation de profils
municipaux et de répertoires des services pour le VIH/Sida. L’information créée
sera alors utilisée pour développer la planification et le suivi aux niveaux
local et national, stimulant ainsi la collaboration entre tous les partenaires
et encourageant l’utilisation effective et efficace des ressources existantes.
Un certain nombre d’actions seront lancées en collaboration avec d’autres
partenaires, en réponse aux besoins et manquements identifiés dans ces

AMICAALL Cameroun – Marche Solidaire pour
marquer la Journée Mondiale du Sida 2006
Les maires et responsables municipaux de
10 provinces du pays, côte à côte avec les groupes représentant les personnes
vivant avec le VIH, la société civile et les organisations à base
communautaire, les agences du gouvernement central, les Nations Unies et la
communauté internationale, ont participé à la Marche Solidaire le 30 novembre
2006. Les marcheurs se sont retrouvés dans la ville de Ngoumou et ont parcouru
5 kilomètres jusqu’à la ville de Akono. Pour sensibiliser la population, une
large campagne médiatique au niveau national a été lancée dans ce but. La
Marche Solidaire a attiré l’attention sur le large impact du VIH et du Sida,
l’impact au Cameroun, l’importance de l’engagement actif du gouvernement local
et de la société civile comme réponse compréhensive à l’épidémie et le besoin
de travailler solidairement avec les personnes vivant avec le VIH. Pour plus

L’AMICAALL Côte d’Ivoire étend sa collaboration avec les Organisations des Nations Unies et les ONG
L’AMICAALL Côte d’Ivoire recevra le
soutien des Organisations du système des Nations Unies – l’ONUSIDA, le PNUD, et
l’UNICEF – pour renforcer les capacités municipales afin de planifier et
développer les réponses communautaires au VIH dans 12 municipalités durant
l’année à venir. Cette collaboration permettra également de mieux intégrer les
réponses municipales au VIH dans le Plan National sur le Sida. L’Alliance

L’AMICAALL Kenya se penche sur la problématique des mères et des grand-mères confrontées à l’impact du VIH/Sida
Dans le cadre de son partenariat avec la

La municipalité de Rehoboth en Namibie lance une brochure sur les services pour les OEV
La municipalité de Rehoboth en Namibie
lance une brochure qui comprend toutes les organisations de services
participant au soutien des orphelins et des enfants vulnérables de la ville.
C’est un exemple des démarches entreprises au niveau municipal pour développer
les réponses communautaires au VIH/Sida. Cette brochure prend place dans le
cadre de la participation de Rehoboth au programme SOS (Savoir / Opportunité /
Auto-Suffisance), une initiative de l’AMICAALL Namibie et de nombreux autres
partenaires pour soutenir les orphelins et les enfants vulnérables en
élargissant l’accès aux formations professionnelles, aux opportunités de
développement des jeunes et à d’autres services. Le lancement de la brochure
est prévu pour le 1er décembre 2006 – Journée Mondiale du Sida. Elle
a été développée en collaboration avec l’Association Sida Rehoboth et l’ORT IC. La cérémonie d’ouverture sera
présidée par le Maire de Rehoboth, Son Excellence G.P. Dax. La Ministre-Député
de la santé et des services sociaux, l’Honorable Madame Petrina Haingura
tiendra un discours. Le Fonctionnaire principal médical du Ministère de la
santé et des services sociaux, le Dr Mark Judmann fera un survol de l’impact du

conseillers nouvellement élus dans 10 villes et centres urbains du pays :

Solwezi. La préparation de l’Assemblée générale spéciale de l’Association
Locale Gouvernementale de la Zambie (LGAZ), prévue pour décembre 2006, est
également en cours. De plus, le Programme de l’AMICAALL Zambie a un nouveau

L’AMICAALL Swaziland, hôte d’une
délégation de maires du Mozambique
A la demande des autorités locales du gouvernement au Mozambique, et en
collaboration avec l’Association des Parlementaires européens pour l’Afrique
(AWEPA) et l’Alliance des Maires et Responsables Municipaux sur le VIH/Sida en
Afrique, L’AMICAALL Swaziland a accueilli un voyage d’étude des représentants
de l’Association des Gouvernements Locaux du Mozambique, des autorités locales
du gouvernement et l’AWEPA les 27 et 28 novembre 2006. Cette visite a permis
d’aborder plusieurs domaines : comment les approches d’AMICAALL
contribuent-elles à améliorer la planification et la coordination au niveau
local entre les autorités gouvernementales locales et les organisations de la
société civile ainsi que renforcer la collaboration et la coordination avec le
niveau national; ainsi que sur la manière de développer et de mettre en place des
stratégies qui doivent affronter la stigmatisation, le silence et la dénégation
ainsi que les implications de l’épidémie sur la différence entre hommes et
femmes et la dimension de l’âge. L’Association des Gouvernements Locaux au
Mozambique a manifesté son intérêt pour lancer une branche nationale de

Sommet Africités 2006 – Session spéciale
sur le VIH/Sida
L’Alliance des Maires et des Responsables
Municipaux sur le VIH/Sida en Afrique, en collaboration avec les programmes
nationaux d’AMICAALL, et le Programme de partenariat ONU AMICAALL a facilité la
préparation et l’organisation de la Session spéciale sur le VIH/Sida pendant le
Sommet Africités 2006, qui s’est tenu à Nairobi, au Kenya en septembre ;
l’Alliance a également contribué à de nombreuses autres sessions. Voir le

Les Etats généraux (2006) de l’association des Elus Locaux Contre le Sida (ELCS), France
Le maire ivoirien Gilbert Manouan, membre
du Comité de Coordination de l’Alliance des Maires et Responsables Municipaux
sur le VIH/Sida en Afrique, a été invité à participer aux 11ème
Etats généraux des Elus Locaux Contre le Sida (France) le 25 novembre 2006.
L’Alliance et l’Association ont travaillé ensemble pendant de nombreuses
années. La participation du Maire Manouan a donné l’opportunité de partager
l’information sur l’évolution de l’Alliance et des programmes d’AMICAALL en
Afrique, ainsi que les défis auxquels doivent faire face les pays en crise. Ont
participé à ces 11ème Etats
généraux le Président de l’Assemblée nationale française, des membres de la
communauté scientifique, des représentants de la société civile, et de
nombreuses autres personnalités.
L’Alliance souhaite la bienvenue à la
nouvelle Secrétaire Exécutive par Intérim
L’Alliance souhaite la bienvenue à Mme
Ayanda Nabe, qui a pris ses fonctions de Secrétaire Exécutive par Intérim au Secrétariat
en octobre 2006. Madame Nabe vient d’Afrique du Sud et possède une grande
expérience du gouvernement local. Pendant de nombreuses années, elle a
travaillé sur le VIH/Sida, les conséquences des différences entre hommes et
femmes et le développement social dans son pays.

Faire un travail de prévention contre le VIH – TAC Magazine « Droit égal au Traitement » (“Equal Treatment”)
La Newsletter du mois de novembre 2006 sur
la Campagne d’Action de Traitement « Droit égal au Traitement » porte
essentiellement sur la prévention du VIH. Cette newsletter est un bon exemple
de moyen de plaidoyer qui peut être produit à faible coût, dans un contexte
spécifique avec des messages simples, clairs et directs. La newsletter peut

L'Alliance est un
réseau d'autorités locales et de maires. Créée en 1998, elle se propose
de promouvoir une réponse élargie, multisectorielle à l'épidémie du
VIH/SIDA au plan local. L'Alliance travaille en partenariat avec les
gouvernements, les organisations de la société civile, le secteur privé et les
communautés locales. Des Branches nationales de l'Alliance ont été lancées dans
treize pays: Afrique du Sud, Burkina Faso, Cameroun, Côte d'Ivoire, Kenya, Malawi, Mali, Namibie, Ouganda, République
Centrafricaine, Swaziland, Tanzanie et Zambie. Le Secrétariat de l'Alliance se
trouve à Windhoek, Namibie.
AMICAALL (Initiative de l'Alliance des Maires pour des
Actions Communautaires Locales sur le SIDA) est une stratégie visant à traduire
les objectifs de l'Alliance en actions concrètes dans les pays.
Le Programme de Partenariat ONU-AMICAALL a été mis en
place en avril 2001 afin d'apporter un soutien au développement de
l'Alliance et à ses programmes nationaux.
