AMICAALL Cameroon:
Capacity Building Workshop for Mayors and Municipal Leaders
In December, 2007, a
capacity building workshop took place in Bafoussam, Cameroon, for Mayors and
Municipal Leaders in Cameroon under the theme ‘Mayors – Leaders acting to
tackle HIV/AIDS’. The workshop was financed by UNDP, led by the Alliance of
Mayors and Municipal Leaders on HIV and the Ministry of the Economy, Planning
and Regional Development (MINEPAT), and facilitated by a UNDP consultant. Approximately 50 mayors and municipal
leaders participated in eight sessions
including various presentations and group work. The objective of the workshop
was to strengthen the capacity of mayors and muncipal leaders to promote active
and efficient leadership and in doing so, improve local responses to HIV.
AMICAALL Côte d’Ivoire:
Development of Plans to Integrate HIV and Gender
AMICAALL Côte
d’Ivoire, organised,
in collaboration with the Prime Ministers Office, Ministry for Planning and
Development and the Ministry for HIV/AIDS, and with technical and financial
support from UNDP, UNAIDS and UNICEF, a seminar to support the development of
plans to integrate HIV and gender, a key objective of the Côte d’Ivoire
Alliance Chapter 2006-2010 strategic plan, and to strengthen a coordinated and
decentralised response to HIV at the community level. The seminar, which took
place at Grand-Basson from 9-12 October, 2007, enabled the development of two
draft community plans, along with a three year community-based plan of action
(2008-2010). It also provided an opportunity for locally elected officials to
strengthen their capacity in areas of communication, social marketing, proposal
writing and HIV-related programme management monitoring and evaluation.
AMICAALL Côte d’Ivoire:
Seminar to Improve Negotiation Skills
From 18-20 December, 2007, AMICAALL Côte d’Ivoire organised a seminar to
improve Alliance members negotiation skills in order to mobilise resources and
implement activities tackling HIV at the local level. Through a series of
presentations, practical exercises, and sharing of experiences, the seminar
aimed to: provide mayors and municipal leaders with negotiation tools to
mobilise funds in order to implement municipal/community based projects to
address HIV; strengthen their knowledge on financial sources for HIV-related
activities; share and optimise positive experiences of mobilising resources and
financing projects to respond to HIV at a decentralised level.
AMICAALL Mali: Sharing
and Learning Lessons
AMICAALL Mali organised a review day of its activities in November,
2007. Various partners and stakeholders engaged in the response to HIV
participated. The day enabled the Alliance chapter in Mali to review its
programmes, achievements as well as shortcomings, and propose actions to
support future activities. The meeting also provided an opportunity for
Municipal HIV/AIDS Teams to present their action plans and report on the
progress of their efforts. In order to communicate their actions more

in November, 2007
During November, 2007, AMICAALL Mali: participated in a day of advocacy
on care for MSM (men who have sex with men) within the framework of the ARCAD
sida project (Association for Communication Research, Home Care and Support for
People Living with HIV or AIDS /Association de Recherche de Communication et
d’Accompagnement à Domicile de Personnes Vivant avec le VIH-sida); participated
in workshops to validate reports on resource data collection and national
spending to tackle HIV and implement the
2006-2007 national strategic plan on AIDS;
participated in a workshop on integrating HIV into local governance in
Africa, organised by the Federation of Canadian Municipalities (FCM) in Botswana, in order to share AMICAALL
experiences with other countries.
AMICAALL Mali: HIV Week
In December, 2007, for the third year running, the Alliance of Mayors
and Municipal Leaders on HIV in Mali reaffirmed their commitment to tackling
the HIV epidemic during the week of the ‘locally elected official against HIV
and AIDS.’ Numerous presentations and sensitisation meetings were organised for
the occasion in municipalities through the Association of Municipalities in
Mali and the Municipal HIV/AIDS teams. Activities notably included local radio
broadcasts, competitions organised by elected officials and municipal leaders,
along with other sensitisation activities on voluntary testing and tackling
stigma and discrimination.
During the same period, the national coordination office of the Alliance
in Mali participated in workshops organised by the National AIDS Council to
validate the operational plan. This was developed in order to facilitate the
implementation of the National HIV Strategy. AMICAALL Mali also facilitated the
setting up of four new Municipal HIV/AIDS Teams in the district of Bamako. Each
municipality has developed a municipal HIV plan of action.
AMICAALL Swaziland:
Urban AIDS Response News
AMICAALL Swaziland brought out the second edition of their Newsletter,
Urban AIDS Response News, in November, 2007. This edition focuses in particular
on the ways in which gender roles and relations impact efforts to tackle
HIV. It also provides a brief summary of
the steps AMICAALL Swaziland is taking to address these issues. In addition to
this, the Newsletter provides an update on AMICAALL Swaziland activities from
the latter part of 2007 alongside an interesting rundown on the vital role and
function of social centres within Swaziland.

Alliance statutory meetings
(Technical Standing Committee, Coordinating Committee and General Assembly)
The Alliance statutory
meetings took place in Pretoria, South Africa from 3-6 December, 2007. The
General Assembly confirmed new members of the Coordinating Committee and Mayor
Gilbert Ayebi Manouan as Coordinator of the Alliance.
Violence
Against Women and HIV
The General Assembly issued a Declaration on HIV and
violence against women. In order to respond effectively to challenges relating
to HIV and violence against women, mayors commit themselves to: provide support for
community-based training and information campaigns to change harmful norms and
behaviours that perpetuate violence against women and reinforce its social
acceptability; advocate for the development of an enabling national policy and
legal framework; and encourage open discussion with all sectors of the
community about HIV and violence against women embracing men as partners and
treating them as part of the solution. The declaration can be found online at: www.amicaall.org
In November,
2007, the United Nations Development Fund for Women (UNIFEM) and partners from
within the Organization, civil society and the private sector launched an
Internet campaign on the occasion of the International Day to Eliminate
Violence against Women. Entitled “Say No to Violence against Women”, the
campaign invites people to show their support for change by signing up on the
website www.saynotoviolence.org. It also calls for support to the
United Nations Trust Fund to End Violence against Women, through which more
than 250 initiatives in about 120 countries has received much needed support in
the past 10 years.
Updated Version of AMICAALL Toolkit
An updated version of the AMICAALL
toolkit is now available, thanks to support from UNAIDS. Four new tools have
been added for this edition. The additional tools are intended to assist in the
process of conducting facilitated study tours and to address issues of HIV in
the municipal workplace, gender, and stigma and discrimination.

World AIDS Day, 2007
AMICAALL
National Chapters were involved in a variety of events to commemorate World
AIDS Day on December 1st, 2007, under the theme of “leadership.”

United Cities and Local Governments 2nd World Triennial Congress
Jeju, Korea, October, 2007
This meeting entitled ‘Changing
Cities are driving our World’ brought
together over 2000 participants from more than 110 countries. In particular,
sessions focused on protecting the environment, expanding local democracy and
making the Millennium Development Goals a reality. Following
the event, a Declaration of Jeju was published bringing together the main
conclusions reached and announcing the next steps to ensure the voice of the
sphere of government closest to the world’s citizens is heard loud and clear on
the world stage.

Second African Gender Forum and Award
Dakar, December 2007
The African Gender Forum was organised by
Femmes Africa Solidarité (FAS), its Pan-African Centre for Gender, Peace and
Development, the International Organization for Migration (IOM) and The
Diasporan Touch, with the support of numerous other partners. The theme of the 2007 Forum was ‘African Women
and Migration'. The Forum brought together women from all walks of life on the
continent, including those from remote areas of Africa, to discuss new
strategies to mitigate and minimise the negative impact of migration on

EU – Africa Summit, Heads of State and Government
Lisbon, December 2007
Representatives from the 80 countries that comprise the EU-Africa

This publication
presents the UNESCO-sponsored approach aimed at promoting gender and HIV/AIDS
awareness and addressing the need for reading materials that incorporate
real-life experiences of, and relationships between, men and women and what
they can do to look after themselves and others. The paper discusses a series
of hands-on workshops, supported by UNESCO, aimed at sensitising educators and
professionals in health care and communication, law enforcement, the media,
religion and counselling to gender concerns in seven countries in Southern
Africa. During these workshops, UNESCO trained participants from diverse
backgrounds to develop easy-to-read, easy-to-produce literacy materials through
an interactive group process.

Women’s [HIV/AIDS] Treatment Literacy Toolkit:
Empowering girls and women affected by HIV and AIDS. Southern Africa HIV/AIDS Information Dissemination Service, 2005
This toolkit aims
to empower girls and women in communities to make informed decisions when
accessing and demanding their rights to full participation in antiretroviral
(ART) treatment programmes, strengthen their coping mechanisms in adhering to
ART and be able to support the ongoing care of their counterparts. It comprises
a number of separate PDF documents including information fact-sheets,
illustrative stories and diagrams, posters, stickers and a treatment calendar.

Engaging Men and Boys to Achieve Gender
Equality: How Can We Build on What We Have Learned? International
Center for Research on Women (ICRW) and Instituto Promundo, 2007
This publication provides a summary of the proceedings and
recommendations of a seminar which took place in May, 2007, to discuss the
importance of working with men and boys to promote healthy lifestyles among
women and men, learn what is happening in the field with this approach, and
develop a consensus on how to move forward. The seminar was co-hosted by ICRW
and Instituto Promundo and sponsored by the Bill & Melinda Gates Foundation
and the World Health Organization (WHO). Participants included influential
decision makers who fund, implement or study programs on reproductive health,
HIV and AIDS, and violence prevention.

Building
Bridges to Mainstream Opportunities: Displaced Children and Orphans Fund Guidance
on Funding Priorities and Parameters for Street Children Programming. Displaced Children and Orphans Fund of USAID,

This new guidance document on programming for street children provides
insights and practical ideas on using funds more effectively and
appropriately. Particular attention is paid to: carefully analyzing the
population of concern; targeting programmatic interventions effectively,
keeping a focus on community and family reintegration, and tracking results,
both short- and long-term.
The publication presents what has been learned in recent years from programs
for street children, DCOF-funded and others, and provides a valuable
perspective to donors and practitioners who are committed to addressing the needs
of children on the street.

RED RIBBON
AWARD
The
Red Ribbon Award, launched on World AIDS Day, will honour and celebrate
twenty-five outstanding community organisations, that demonstrate leadership
and action in curtailing the spread and impact of HIV and AIDS in the following
five categories: providing access to care, treatment and support for people
living with HIV; promoting human rights and addressing social injustices
including homophobia, sexism and any other example of stigma and
discrimination; empowering women and girls and addressing gender inequalities
that fuel the spread of HIV.

will be accepted from 1 December 2007 through 29 February 2008.

The Alliance of Mayors and Municipal Leaders on HIV/AIDS in Africa is a
network of local government authorities and mayors. Established in 1998,
it was formed to promote an expanded, multi-sectoral response to the HIV/AIDS
epidemic at the local level. The Alliance works in partnership with
government, civil society organizations, the private sector and local
communities. National chapters of the Alliance have been launched in thirteen
countries: Burkina Faso, Cameroon, Central African Republic, Côte
d’Ivoire, Kenya, Malawi, Mali, Namibia, South Africa, Swaziland, Tanzania,
Uganda and Zambia. The Alliance Secretariat is located in Windhoek,
Namibia.
AMICAALL (Alliance of Mayors’ Initiative for Community
Action on AIDS at the Local Level) is the strategy for translating the goals of
the Alliance into concrete actions in countries.
The UN-AMICAALL Partnership Programme was established
in April 2001 to support development of the Alliance and its country
programmes.

En décembre 2007 s’est tenu à Bafoussam au Cameroun un
Atelier de Renforcement des Capacités des Maires et Autorités Municipales du
Cameroun sur le thème « Maires – Leaders en action contre le VIH et le sida ».
L’atelier était financé par le PNUD et a été présidé par l’Alliance des Maires
et Autorités Municipales sur le VIH/sida et le Ministère de l’Economie, de la Planification
et de l’Aménagement du Territoire (MINEPAT) et animé par une
consultante du PNUD. Il a permis à une cinquantaine de Maires et Autorités
Municipales de participer à huits sessions composées de divers exposés et
travaux de groupes. Les buts de l’atelier étaient le renforcement des capacités
des Maires et des Autorités Municipales en vue d’un leadership actif et efficace
afin de contribuer à l’amélioration des réponses locales au VIH.

Afin de faciliter
l’opérationnalisation du Plan stratégique 2006-2010 de l’Alliance des Maires et
Responsables Municipaux sur le VIH/sida, de renforcer la décentralisation de la
réponse et d’harmoniser les interventions de lutte contre le sida au niveau des
communes, AMICAALL Côte d’Ivoire a organisé, en collaboration avec le Ministère d’Etat, Ministère du Plan et du Développement (MEMPD)
et le Ministère de la lutte contre le sida (MLS),
et avec l’appui technique et financier du PNUD, d’ONUSIDA et d’UNICEF, un
séminaire d’appui à l’élaboration des plans de développement communaux intégrant
le VIH et le genre. Ce séminaire, qui a eu lieu à Grand-Bassam entre le 9 et le
12 octobre 2007, a permis d’élaborer deux ébauches de plans communaux, ainsi
que le plan triennal d’actions 2008-2010 de la Branche ivoirienne de
l’Alliance. Il a également permis de renforcer les capacités des élus locaux
dans les domaines de la communication et du marketing social en matière de VIH et
de la rédaction, de la gestion, du suivi et évaluation de projets de riposte au
VIH.

Du 18 au 20 décembre 2007,
AMICAALL Côte d’Ivoire a organisé un séminaire de renforcement des capacités
des membres de l’Alliance Ivoirienne des Maires et Responsables Municipaux sur
les techniques de négociation dans la mobilisation des ressources pour la mise
en œuvre de la riposte au VIH au niveau local. Grâce à une série de
présentations, d’exercices pratiques et de partages d’expériences, ce séminaire
avait pour objectifs de : doter les maires et responsables municipaux
d’outils de négociation pour la mobilisation de ressources pour la mise en
œuvre des projets communaux de riposte au VIH; renforcer leurs connaissances
sur les sources de financement des projets et actions de riposte au VIH;
capitaliser et vulgariser certaines expériences positives en matière de
mobilisation des ressources et de financement des projets de riposte au VIH au
niveau décentralisé.

En novembre 2007, AMICAALL
Mali a organisé une journée de revue de ses activités, à laquelle ont participé
divers partenaires et intervenants dans la riposte au VIH. Cette journée a
permis à la branche malienne de l’Alliance de passer en revue ses programmes,
en diagnostiquer les lacunes, proposer des solutions et apporter les correctifs
nécessaires à la bonne marche de ses activités. Cette rencontre a également
offert l’opportunité à des équipes municipales sur le VIH de présenter leurs
plans d’action et communiquer le bilan de leurs efforts. Afin de donner une
lisibilité à ses actions, l’Alliance entend pérenniser de telles initiatives, oeuvrant
notamment en collaboration avec le Haut Conseil National de Lutte contre le sida
et d’autres partenaires du développement.

Au mois de novembre 2007,
AMICAALL Mali a : participé à une journée de plaidoyer sur la prise en
charge des HSH (Hommes ayant des rapports avec des hommes), dans le cadre du
projet ARCAD sida (Association
de Recherche de Communication et d’Accompagnement à Domicile de Personnes
Vivant avec le VIH-sida) ; participé aux ateliers de
validation du rapport sur la collecte de données sur les ressources et dépenses
nationales (REDES) dans la riposte au VIH ainsi que du plan opérationnel du
cadre stratégique national 2006-2007 organisé par le HCNLS ; participé à
l’atelier sur l’intégration du VIH dans la gouvernance locale en Afrique,
organisé par le FCM (Fédération Canadienne des Municipalités) au Botswana, pour
partager des expériences avec d’autres pays.

Au mois de décembre 2007,
l’Alliance des maires et responsables municipaux sur le VIH au Mali a réaffirmé
son engagement dans la riposte à l’épidémie en célébrant la 3e
édition de la semaine de l’élu local contre le VIH. A cette occasion, de
nombreuses manifestations et séances de sensibilisation ont été initiées dans
plusieurs communes du Mali par le biais de l’Association des Municipalités du
Mali et des Equipes municipales sur le VIH. Les activités ont notamment
compris des émissions radio de proximité, l’organisation de jeux concours par
les élus et responsables municipaux, ainsi que d’autres activités de
sensibilisation sur le dépistage volontaire et la lutte contre la
discrimination et la stigmatisation.
A la même période, la coordination
nationale de l’Alliance a participé aux ateliers de validation du plan
opérationnel du cadre stratégique National et du rapport d’étape pour la
période de janvier à septembre 2007 du Secrétariat Exécutif du Haut Conseil
National de Lutte contre le VIH/sida au Mali. En outre, quatre nouvelles
équipes municipales sur le VIH ont été mises en place dans le District de
Bamako et chacune des communes dispose à présent d’un plan d’action.

En
novembre 2007, AMICAALL Swaziland a publié le second numéro de son bulletin,
Nouvelles de la réponse urbaine au sida. Cette édition se concentre en
particuler sur les façons dont les rôles et relations sexospécifiques
influencent les efforts visant à faire face au VIH. Le bulletin donne également
un résumé bref des démarches entreprises par AMICAALL Swaziland pour prendre en
compte ces questions, une mise à jour sur les activités d’AMICAALL Swaziland au
cours de la dernière partie de l’année 2007, ainsi qu’un résumé des fonctions
et rôles capitaux des Centres sociaux au Swaziland.

Réunions
statutaires de l’Alliance (Comité Technique Permanent, Comité de Coordination
et Assemblée Générale)
Les
réunions statutaires de l’Alliance ont eu lieu du 3 au 6 décembre 2007 à
Pretoria en Afrique du Sud. L’Assemblée Générale a confirmé les membres du
Comité de coordination dans leur position et élu le
Maire Gilbert Ayebi Manouan en tant que nouveau Coordinateur de l’Alliance
Violence à l’encontre des femmes et VIH
L’Assemblée
Générale a adopté une Déclaration sur le VIH et la violence à l’encontre des
femmes. Afin de répondre de manière effective aux défis posés
par le VIH et la violence contre les femmes, les maires se sont engagés à: soutenir les formations et les campagnes d'information menées au sein de
la communauté pour changer les comportements et les normes néfastes qui contribuent
à perpétuer la violence à l'encontre des femmes et à la rendre acceptable aux
yeux de la société ; plaidoyer pour le développement de politiques et
cadres légaux nationaux plus favorables ; et encourager la discussion
ouverte avec tous les secteurs de la communauté concernant le VIH et la
violence contre les femmes, en incluant les hommes comme des partenaires à part

En novembre 2007, le Fond de développement
des Nations Unies pour la Femme (UNIFEM) et d’autres partenaires au sein de
l’Organisation, la société civile et le secteur privé ont lancé une campagne
Internet à l’occasion de la Journée Internationale pour l’Elimination de la
Violence à l’égard des Femmes. Intitulée “Dites non à la violence contre les
femmes!”, la campagne invite les gens à montrer leur soutien au changement en
s’engageant sur le site Internet www.saynotoviolence.org.
Elle appelle également au soutien du Fonds
d’affectation spéciale des Nations Unies à l’appui de la lutte contre la
violence à l’égard des femmes, par le biais duquel plus de 250 initiatives dans
environ 120 pays ont reçu un soutien très apprécié au cours des 10 dernières
années.
Version mise
à jour de la Trousse à outils AMICAALL
Grâce
au soutien d’ONUSIDA, une version mise à jour de la Trousse à outils AMICAALL est désormais disponible. Quatre nouveaux
outils ont été ajoutés à cette édition. Les outils supplémentaires sont
destinés à apporter une aide dans le processus d’organisation d’un voyage
d’étude, ainsi qu’à prendre en compte les questions du VIH sur le lieu de
travail municipal, la sexospécificité, ainsi que la stigmatisation et la
discrimination.

Journée Internationale contre le
sida 2007
Le 1er décembre 2007, les Branches
AMICAALL ont participé à un grand nombre d’événements pour commémorer la
Journée Internationale contre le sida qui avait pour thème le “leadership”.

2ème
Congrès Mondial des Cités et Gouvernements Locaux Unis
Jeju, Corée,
Octobre 2007
Ce Congrès, intitulé “Les
villes changent et transforment le monde” a réuni plus de 2000 participants
proventant de plus de 110 pays. Les séances se sont concentrées en particulier
sur la protection de l’environnement, le développement de la démocracie locale
et comment faire des Objectifs du Millénaire pour le Développement une réalité.
Suite à l’événement, la Déclaration
de Jeju a été publiée. Celle-ci rassemble les principales conclusions et
annonce les prochaines étapes qui permettront d’assurer que les voix des
sphères gouvernementales les plus proches des citoyens sont entendues sur la
scène internationale.

Forum Africain sur le Genre et prix “African Gender Award”
Le Forum Africain sur le Genre a été organisé par
Femmes Africa Solidarité (FAS), son centre pan-africain pour le Genre, la Paix
et le Développement, l’Organisation Internationale des Migrations et la
“Diasporan Touch”, ainsi qu’avec l’appui de nombreux autres partenaires. Le
thème du Forum 2007 était “Femmes africaines et migration”. Le Forum a réuni
des femmes de tous les milieux sur le continent, y compris de régions reculées
d’Afrique, afin de discuter des nouvelles stratégies d’atténuation et de
réduction de l’impact négatif des migrations sur le développement de l’Afrique.
Les discussions se sont concentrées en particulier sur les quatre domaines clés
suivants: Femmes africaines et migration; avantages des migrations; quelle est
la valeur ajoutée pour l’Afrique?; rôles et responsabilités.

Sommet
UE – Afrique, Chefs d’Etat et de Gouvernements
Lisbonne,
décembre 2007
Les
représentants de 80 pays faisant partie du partenariat EU-Afrique, ainsi que
les chefs d’institutions régionales des deux continents ont participé à ce
Sommet dont le but était de prendre en considération les changements profonds
affectant l’Afrique, l’Europe et le monde au cours de cette période. Le Sommet
a offert l’opportunité de discuter de plusieurs thèmes centraux: la paix et la
sécurité; la démocratie et les droits humains; le commerce, les infrastructures
et le développement; les migrations et l’énergie et les changements
climatiques.

Cette publication
présente une approche parrainée par l’UNESCO et qui vise à promouvoir la
connaissance de la sexospécificité, du VIH et du sida, ainsi qu’à répondre au
besoin de matériels écrits incorporant les expériences et relations
quotidiennes entre les hommes et les femmes, ainsi que ce qu’ils peuvent faire
pour s’occuper d’eux-même et des autres. Le texte discute d’une série
d’ateliers participatifs, soutenus par l’UNESCO, qui visent à sensibiliser les
éducateurs et professionnels des domaines médicaux, de la communication, de la
mise en application des lois, des médias, religieux et du conseil aux questions
relatives à la sexospécificité dans sept pays d’Afrique australe. Au cours de
ces ateliers, l’UNESCO a formé des participants provenant de divers contextes à
développer des matériels d’alphabétisation faciles à lire et facile à produire,
par le biais d’un processus de travail interactif en groupe.

Cette trousse à outils
vise à autonomiser les femmes et jeunes filles au sein des communautés, en les
aidant à prendre des décisions informées concernant l’accés et la revendication
de leurs droits à participer pleinement aux programmes de traitements
antiretroviraux (ART), à renforcer leur capacité d’adaptation à un traitement
ART et à supporter les soins permanents de leurs homologues. Elle comprend un
certain nombre de documents PDF séparés, incluant des fiches d’informations,
des histoires et schémas sous forme
d’illustrations, des posters, autocollants et un calendrier de traitement.
