The Kingdom of Swaziland, with a total population estimated at 1,371 million people, has the highest rate of HIV infection in the world. The HIV prevalence among adults is 25.9% and there are almost 70, 000 orphans due to HIV/AIDS. The life expectancy of a Swazi is currently only 47. In February 1999, His Majesty King Mswati III declared HIV/AIDS a national disaster, and a national HIV/AIDS Crisis Management and Technical Committee was formed to develop strategies to tackle this disaster. Recognition has been given by the City Councils in Swaziland to the fact that HIV/AIDS is more than a health issue alone - it is also a development issue and thus requires involvement of all sectors of society.. In addition to Swaziland Association of Local Authorities (SWALGA) and the Local Authority Managers Association of Swaziland (LAMAS), initial support for development of AMICAALL Swaziland came from UNDP, UN APP and the Africa Capacity Development Foundation. AMICAALL Swaziland, working with local authorities and community HIV/AIDS Action Committees, now has over 30 international and local partners collaborating on a wide range of activities. These partners include: Ministry of Housing and Urban Development (MHUD), National Emergency Response Committee on HIV/AIDS (NERCHA),UNICEF, United National Population Fund (UNFPA), World Food Programme, Mandela Children's Foundation, and Save the Children. African Capacity Building Foundation (ACBF) - provided two, four-year grants (2001-2005 and 2006-2010) of approximately US$1 million each, to implement and expand the AMICAALL Swaziland Programme.

Coca Cola Foundation - provided funding for a Multi-Purpose Centre in Manzini.

European Union – providing funds for voluntary counseling and testing centres in two towns.

Global Fund to Fight against AIDS, Tuberculosis and Malaria - providing support for AMICAALL Programme activities at municipal levels.

Government of Swaziland - allocated US$ 300,000 for AMICAALL Programme activities.

PricewaterhouseCoopers (PwC) - through its Ulysses programme, PwC provided technical assistance to develop local financial and management systems for community funding and programme management.

Swaziland is part of the Analysis of Prevention Response and Modes of Transmission Study (MOT) initiative, which is a multi-country initiative currently supported by UNAIDS and the World Bank Global HIV and AIDS Programme's Global HIV/AIDS Monitoring and Evaluation Team (GAMET). |
|
In better understanding the populations at high risk, the MOT study in Swaziland revealed that its HIV epidemic is maintained by underlying cultural and socio economic factors, such as sexual entitlements, cultural expectations of men and women, power differentials in intimate relationships, and income inequality. |
|
Contextual factors include statistics such as those revealed by a recent UNICEF sttudy. This study showed that one in four women faced sexual violence as a child and two out of three 18-24 year-old women had experienced sexual violence. Boyfriends and husbands were the most frequent perpetrators of this violence. |
